The Firm
Tagnia, Ortega & Partners (TOP) is the leading medium sized auditing firm that renders comprehensive professional and consultancy services. The founding partners, Joycellyn Venturanza Tagnia and Dexter Fesalbon Ortega, established the firm from a humble office at Ortigas Center, Pasig City in May 2009.
TOP is the exclusive affiliate of JPA International in the Philippines -- a French-based worldwide network of independent audit, accountancy, tax and consultancy firms with offices in Asia, Europe, America and Australia. Our relationship within JPA International network allows us to participate in the development of technical knowledge, exchange experiences, attend multidisciplinary training programs and connect in the global business streams. Thus, TOP actively participates in developing businesses with other members and their clients in various countries.

Joycellyn Venturanza-Tagnia
She is one of the founding members and the firm’s senior partner. She has significant experience in clients engaging in trading, textile companies, stock brokerage, management services company, mining company, investment holding company and manufacturing company.
She started her career as an internal auditor of a management group of companies where she eventually became the Chief Accountant. Her professional journey continued when she held a managerial position from various companies such as Zambales Base Metals, Inc; Solid Mills, Inc; Globalinks; and PDAVV Law Firm. She also used to be a Comptroller of Mastondon Industries and Alex P KC (a PEZA registered company).
With all her experience in various fields of audit, accounting, and finance, she left employment to establish her own accounting practice. She has been in public accounting practice for the past sixteen years. She is a Certified Public Accountant, graduated from St. Theresa’s College with Bachelor’s degree in Accountancy.
She started her career as an internal auditor of a management group of companies where she eventually became the Chief Accountant. Her professional journey continued when she held a managerial position from various companies such as Zambales Base Metals, Inc; Solid Mills, Inc; Globalinks; and PDAVV Law Firm. Dexter Fesalbon Ortega
He is currently the National Director of Business Network International Philippines, Managing Partner of Tagnia, Ortega and Partners, CPAs (TOP), a member firm of JPA International, and Lingkod Pag-asa Foundation, a chair of the IT Committee of the Philippine Institute of Certified Public Accountants (PICPA) and the former President of Philippine Institute of Certified Public Accountants (PICPA) Oriental Mindoro Chapter.
He is also a Trained Arbitrator of the Philippine Dispute Resolution Center, Inc. (PDRCI), and a regular resource speaker/lecturer of the PICPA.
He was appointed as a Member of Independent Oil Price Review Committee formed by the Department of Energy to verify the reasonableness of oil prices in the Philippines.
He worked as a Technical Staff in the Office of the Commissioner and in the Office of the General Accountant at the Securities and Exchange Commission.
